What is the difference between Safeway/Tom Thumb digital coupons that say “$OFF” as opposed to “SAVE$”?

The “off” are general (usually) store coupons you can stack – with the exception of P&G – you can’t stack those.
If they say “Save” they are usually manufacturer coupons that cannot be combined.
For the most part, if they say “off” and are not P&G, you can use with paper coupons.
